24 LTO offices servicing digital registration of driver's licenses
At least 24 offices of the Land Transportation Office (LTO) across the country are now servicing digital registration of driver's licenses as the agency gradually implements its new online system amid the pandemic.

In a statement on Monday, the LTO said that through the Land Transport Management System (LTMS) clients may now submit an application for new and renewal of driver's or conductor's license, and other miscellaneous transactions.
Aside from applying for licenses, motorists can also book an appointment and pay for their transactions online by registering an account at portal.lto.gov.ph, the agency added.
The system, which is currently undergoing a pilot test, was gradually launched by the LTO to adapt to digitalization efforts being implemented by the Department of Transportation in various transactions to help in curbing the spread of the coronavirus disease (COVID-19).
LTO Assistant Secretary Edgar Galvante explained that the gradual implementation of the online portal in the agency's offices, starting with driver's license transactions, is being done to smooth out any possible problems in the transition to a digital environment.
"We are fast-tracking necessary preparations so that more LTO offices will be equipped with the LTMS. Rest assured that while we shift to the new normal, we will surely adapt to digitalization. That’s where we are heading," Galvante emphasized.
The LTO chief added that the pilot testing for motor vehicle registration in the system is expected to begin next week to further avoid overcrowding and limit physical interaction in its offices.
The online transaction also includes the application for student permit, but this transaction, LTO reminded, has been suspended starting July 1 until August 3, due to the new training requirements for the transaction.
The online service for driver's license transactions is currently available at the following LTO offices:
In Metro Manila, the system operates at the Central Office-License Section, Quezon City Licensing Center, Eastwood DLRO, Ever Gotesco DLRO, and at the Muntinlupa District Office.
In Luzon, the LTMS is implemented at the Laoag District Office, Bayombong District Office, Lipa District Office, Naga District Office, Calapan District Office, Baguio Licensing Center, San Fernando Licensing Center, Angeles District Office, and Binan District Office.
In the Visayas, clients may process their transactions at the Tagbilaran District Office, Dumaguete District Office, Roxas District Office, and at the Ormoc District Office.
And in Mindanao, the LTMS is being implemented at the Pagadian District Office, Malaybalay District Office, Butuan District Office, Tagum District Office, Davao District Office, and at the General Santos District Office.
