DepEd continues to reduce teachers' workload

The Department of Education (DepEd) maintained that it continues to find ways to “ease the burden” of teachers by improving the system and implementing policies that would eventually help their growth.

Contrary to claims of some teachers, Education Secretary Leonor Briones, in a recent press conference, clarified that the policy directions of the department are not designed to make “the teachers suffer.” She noted that the complaints coming from teachers – particularly on workload – may not necessarily be a policy that originally created by the department.
Working hours
As a response to the concerns pertaining to the working hours of public school teachers, DepEd clarified that teachers are not exempted from the eight-hour workday in government, as resolved in the Civil Service Commission (CSC) Resolution No. 080096 issued in 2008.
Under the CSC Resolution, teachers are required to render six hours of actual classroom teaching per day within the school premises, while the remaining two hours may be utilized to doing teaching-related tasks outside the school premises.
Due to the continuing clamor to strictly implement the six-hour workday for teachers, DepEd will release a DepEd Memorandum (DM) reiterating provisions stated in DM No. 291 s. 2008 and DepEd Order (DO) No. 16, s. 2009, with specific instructions that: (1) Teachers who choose to render the remaining two hours of work outside the school premises must not be subjected to salary deductions; and (2) teachers should not be required to submit means of verification (MOVs) as proof of services completed during the remaining two hours of work rendered outside the school premises.
“The said DM will also direct key offices to monitor the strict and uniform execution of this policy,” DepEd said.
Leave benefits
DepEd maintained that teachers “are entitled to vacation service credits, which serve as their sick and vacation leaves.”
As defined in Section 9 of the Civil Service Commission (CSC) Memorandum Circular (MC) 41 s. 1998, vacation leave credits “are leave credits earned for services rendered on activities during summer or Christmas vacation, as authorized by proper authority, or services done beyond the regular functions or beyond regular work hours/days where payment of honorarium is not possible in the course of the regular school year. “
DepEd noted that aside from vacation service credits, unique to teachers is the Proportional Vacation Pay (PVP). The total PVP shall be earned by teachers, DepEd, will be “based on the computation” to be provided by the department every school year.
Other benefits of teachers, DepEd said, include the Study Leave and Indefinite Leave which are covered by Sections 24 and 25 of Republic Act 4670 or the Magna Carta for Public School Teachers.
