QCPD nabs 6 Chinese PDL-escapees

By Jel Santos Six Chinese persons deprived of liberty (PDLs) who escaped from a temporary detention facility were apprehended in Barangay Cruz na Ligas, Quezon City on Tuesday night (June 23). The Quezon City Police District (QCPD) identified the escapees as Zhang Yi Xin, Ludong Jin, Song Qicheng, Lu Yinliang, Huang Yong Qiao, and Chen Bin. Around 9:30 p.m., policemen found the Chinese PDLs standing near a creek along Mapagkumbaba St. corner Fugencio St. in Barangay Cruz na Ligas. During the evening headcount on June 22, police discovered that the six Chinese men were no longer in the temporary detention facility inside Camp Karingal. Despite their re-arrest, QCPD director Brig. Gen. Ronnie Montejo said they will pursue charges against the 15 cops of the District Mobile Force Battalion (DMFB) who were on duty when the Chinese men escaped. Right after learning about the incident, Montejo ordered the immediate relief and disarming of the15 policemen from their posts while a probe is under way. The Criminal Investigation and Detection Unit (CIDU) is probing them for violating Article 224 of the Revised Penal Code or evasion through negligence, he added. The 15 policemen, the QCPD said, are also facing an administrative investigation that will be conducted by the District Investigation and Detective Management Division. According to Montejo, the Chinese PDLS who escaped were among 342 foreign nationals arrested by the Bureau of Immigration (BI) and QCPD in December last year for working without proper permits and visas at a building in Barangay Bago Bantay, Quezon City. The Chinese nationals were working for a licensed Philippine offshore gaming operator that was not yet allowed by the Philippine Amusement and Gaming Corporation to operate, he added.
