Solons laud Duterte for approving law transferring Rizal capital to Antipolo City

Rizal provincial leaders lauded President Duterte on Tuesday for ending the half-a-century bid of the province to transfer its capital to Antipolo City.

Deputy Speaker Robert V. Puno and Rep. Resurreccion Acop said the signing of Republic Act 11475 is the most welcome news Rizal folks have received during the COVID 19 quarantine period.
Duterte signed on Monday RA 11475, the Act Transferring the Capital and Seat of Government of the Province of Rizal from the City of Pasig, Metro Manila to the City of Antipolo, Province of Rizal.
Currently, the provincial capitol is situated in the city well known as a pilgrimage site for devotees of Our Lady of Peace and Good Voyage.
Puno and Acop co-authored House bill 2998 that sought the transfer of Rizal’s seat of government from Pasig to Antipolo.
Puno noted that Pasig “strangely remained” Rizal’s capital despite ceasing from becoming part of the province four decades ago. Pasig City was among the Rizal localities that formed part of Metro Manila in 1975.
“The significance of this measure might come as a surprise to many, since Antipolo City has long been recognized by Rizaleños as home of the provincial capital since the establishment of its provincial capitol building in 2009. Antipolo City is geographically located at the center of Rizal and is today the center of trade, commerce, and tourism of the province,” said Puno.
House Bill 1949, the first bill that proposed Antipolo to be named Rizal’s capital was filed during the 16th Congress by then Representatives Romeo Acop, Joey Roy Duavit and Isidro Rodriguez Jr, together with Puno.
Co-authors of HB 1949 said Antipolo is “arguably the most prosperous of the municipalities left” to Rizal province.
“With the transfer of the provincial government to Antipolo City, it is highly favored to be officially designated as the new capital of the province,” the former lawmakers said in their explanatory note.
They also pointed out that the new capital city is geographically located at the center of the province and is accessible by land from all directions.
