The Department of Social Welfare and Development (DSWD) assured the public on Sunday, June 14 that it will complete the distribution of the second tranche of Social Amelioration Program (SAP) cash subsidies within this month.

DSWD Spokesperson Irene Dumlao made the assurance, even as she announced that the "wait-listed" beneficiaries will start receiving their cash assistance this coming week.
"Before po matapos itong buwan na ito, tinitiyak po ng DSWD na matatapos ang distribution ng second tranche," she said in a television interview.
(Before this month ends, the DSWD assures that the distribution of second tranche will be completed.)
She noted for the second wave of dole-outs, more than P6.7 billion worth of SAP subsidies have been distributed to over 1.3 million beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) who are cash card holders.
The DSWD started to roll out the second phase implementation of SAP last Thursday, June 11.
Dumlao said the "wait-listed" or "leftout" beneficiaries will be receiving the first and second tranche of cash subsidies.
Around 3.5 million waitlisted family-beneficiaries are expected to receive first and second wave of cash aid.
While, all the 5 million "wait-listed" beneficiaries nationwide as approved by President Duterte for inclusion in the program will receive the first tranche of cash subsidies.
"This week, we will start with the distribution of the first and second tranche para dun sa waitlisted or additional beneficiaries na hindi nakatanggap ng ayuda nung una tayong nagpahatid ng SAP (for those waitlisted or additional beneficiaries who did not receive the aid when we first distributed the SAP) ," Dumlao said.
She said the master lists of beneficiaries submitted by the local government units (LGUs) have been carefully scrutinized and validated to ensure that the recipients are eligible and have not received any SAP assistance from other government agencies.
She urged SAP beneficiaries to register to the ReliefAgad application by visiting www.reliefagad to avail of a safer and more convenient cashless disbursement.
Under the DSWD guidelines, the master list of beneficiaries to be submitted by the LGUs to the Field Offices must be certified and signed by the City/Municipal/ Provincial Social Welfare and Development Officer and their local chief executive. The list must include the names of the beneficiaries and their SAC identification numbers, it said.
The DSWD said the certification must state that the names on the submitted master list are reviewed and qualified or eligible based on existing guidelines.
Under the Joint Memorandum Circular No. 2, which was signed last Tuesday, June 9, covered by the second phase implementation of SAP are Region III except Aurora Province; National Capital Region (NCR); CALABARZON; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay Province and Zamboanga City.
The joint memorandum circular specifically provides that only the 3.5 million of the 5 million "waitlisted" beneficiaries will be given the first and the remaining additional beneficiaries will be given only one count of emergency subsidy.
