PNP RO3 adopts CMAS concept aptly to an efficient contact tracing

CITY OF SAN FERNANDO, Pampanga — The Philippine National Police-Crime Investigation Detection Group (PNP-CIDG) in Central Luzon aptly adopts Case Management Analysis System (CMAS) in its participation to the national government’s Task Force T3 (Trace-Test- Treat).

PNP-CIDG Deputy Director General for Operation PCol. Nicolas Torre III said that CIDG braces first step of the national government in fighting COVID-19.
“We look for the contacts based on the memorandum and guidelines of DOH, and we concentrate on tracing like we are doing on a manhunt operation, “ Torre said.
“CMAS was developed by General Magalong in his time at PNP. His legacy is a very useful tool in the contact tracing we are doing now,” he furthered.
CIDG follows form from the DOH combining with the system of plotting the latitude and longitude of the houses of those who contact traced plus the tracing of other high risk contacts of the subject were part of CMAS.
“We make use of our health service to do research for us to obtain adequate and accurate information” Torre explained the skelliness of their framework.
“Visually there’s the map of the house plus the action taken of the DOH through the local government. Intelligence Officers have the software we use in plotting locations,” Torre added.
CIDG uses traditional way for thorough investigation
Responsible PCOs lead and maintain close supervision in the contact tracing process and data analysis with cognitive investigation techniques in obtaining delicate information vital for the Department of Health and Local Government Unit in classification of respondents with close contact to confirmed positive cases of COVID- 19.
Offices are the Regional Operations Division, Public Safety Division, in-charge for documentation; and Regional Investigation Division for the Link Analysis with use of the intelligence tool and Incident mapping using CMAS.
“This traditional method is applicable to Region 3 of a total population of about 11 million while waiting for a digitized system. For a smaller scale of population, the strategy will be more efficient I can say because we effectively do it here.”
CIDG strategized to replicate tasks of these offices on the provincial level down to municipal or city level to be their counterpart for a much more extensive approach of contact tracing.
Anticipation and experience on contact tracing led to the expectation of lies and evasiveness of subjects. Thus, deployment of the best people in their field was opted to obtain accuracy.
“We tried as much as possible to send in the frontline our best people like our superintendents because we observe evasiveness and uncooperativeness of people so we need to really connect to people that is why we send best people with experience in connecting to people.”
Moreover, PNP-CIDG in the Region has started its action early February, when novel coronavirus (nCoV) now COVID-19 started buzzing many countries including here. Before the first case of coronavirus disease 2019 had been reported, the PNP CIDG has braced Central Luzon with braced Task Force nCoV.
