Malacañang announced that sidecars will now be allowed in national roads and highways to make up for the limited operations of public transportation in areas under the General and Modified General Community Quarantine (GCQ and MGCQ).
The addition of more bus routes in Metro Manila starting Friday, June 5, has been ordered by President Duterte.

Presidential spokesman Harry Roque made the statements following the transportation woes experienced by workers on the first days of the implementation of the GCQ in Metro Manila and other areas on Monday.
In his Thursday press briefing, Roque said the government recently came up with the new policy to allow sidecars to ply national roads and highways.
"Nagkaroon na po ng bagong polisiya: Pinapayagan na po ngayon ang mga sidecars sa national highways (There's been a new policy: sidecars are now allowed in national highways)," he said.
"'Yan po ay para maibsan yung kakulangan ng transportasyon ngayong nag-GCQ na at MGCQ na sa maraming areas (This is to make up for the lack of public transportation now that we have shifted to GCQ and MGCQ)," he added.
Interior Secretary Eduardo Año earlier suggested for motorcycle owners to install a sidecar on their vehicles so they can bring a family member along with them in their travel as back-riding is still not allowed.
Roque said local government units (LGUs) are not allowed to authorize back-riding in their cities or municipalities as ordered by the Inter-agency Task Force (IATF) for the Management of Emerging Infectious Diseases.
"Ang pagbabawal po sa back-ride ay applicable sa GCQ at MGCQ at ito po ay kabahagi ng isang IATF resolution. Hindi po pupuwedeng magbigay ng awtorisasyon ang mga mayor (The no back-ride policy is applicable in GCQ and MGCQ areas and it is part of an IATF resolution. LGUs cannot authorize this)," he said.
Roque also announced that President Duterte has ordered the addition of more bus routes in Metro Manila starting Friday. Three new routes will be opened on Friday and another three routes on Monday, June 8.
According to Roque, the President shares the plight of workers who continue to have difficulty commuting to work because of the limited operations of public transportation.
Roque said the Land Transportation Franchising and Regulatory Board (LTFRB) will meet with concerned bus operators about their deployment.
Opening on Friday, June 5, are the following routes:
Route 1: Monumento - Balagtas, Bulacan
Route 17: EDSA - Montalban, Rizal
Route 18; NAIA Loop
Meanwhile, the following routes will open on Monday:
Route 3: Monumento - VGC (Valenzuela Gateway Complex)
Route 11: Gilmore - Taytay
Route 21: Monumento - San Jose Del Monte, Bulacan
