Muntinlupa City Council lifts ban, regulates liquor consumption

( Muntinlupa PIO / MANILA BULLETIN) Ordinance No. 2020-100 was approved by the City Council during its regular session on June 1 that set rules in the selling and drinking of liquor and other alcoholic beverages under general community quarantine and modified general community quarantine. According to Muntinlupa City spokesperson Tez Navarro, Mayor Jaime Fresnedi is set to sign the ordinance. Under the measure, “the consumption or drinking of any kind of alcoholic beverages shall be permitted only within the private residence of the consumer. Social drinking involving individuals not living in the same residence shall be strictly prohibited.” Beneficiaries of financial assistance from the local or national government are barred from buying liquor and other alcoholic beverages under GCQ and MGCQ. They will be required by the city government to sign an undertaking in which they agree not to consume alcohol during the two community quarantines. If they violate the ordinance, they will be disqualified from any existing and future financial assistance from the city government. Business establishments need to keep a log of individuals who will buy the items indicating the name of the buyer, address, contact details, and date and time of purchase. Violation will be penalized by closure, suspension or revocation of business permit or license. The Muntinlupa City government, meanwhile, has implemented measures for people going to the city hall. These include checking of temperature, "no face mask, no entry" policy, physical distancing and disinfection. Fresnedi urged the public to wear face masks and observe physical distancing in order to prevent the spread of the coronavirus disease (COVID-19). Muntinlupa set the highest COVID-19 recovery rate of 69.68 percent in Metro Manila on May 29. As of May 31, Muntinlupa has 37 active COVID-19 cases out of 226 confirmed cases. It recorded 157 patients who have recovered from the disease and 32 deaths.
