By Malu Manar KIDAPAWAN CITY – At least 109 beneficiaries of the Social Amelioration Program (SAP) in Region 12, who allegedly received multiple cash incentives from the government, will be charged by the Department of Social Welfare and Development in Region 12 (DSWD-12) for violating the “Bayanihan to Heal as One Act”, or Republic Act 11469. This was disclosed by DSWD-12 Information Officer Dennis Domingo who said that there were at least two schemes that were used by these SAP beneficiaries to deceive the government. The first were Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries, who already got their subsidies but still availed of the P5,000-SAP cash aid. The other violators already received benefits from the Tulong Pangkabuhayan Alang sa mga Disadvantaged Workers (TUPAD) of the Department of Labor and Employment (DOLE), and yet still got the SAP financial assistance. Most of these erring SAP beneficiaries came from the towns of Aleosan, Pigcawayan, and Banisilan in North Cotabato and Bagumbayan in Sultan Kudarat, reports from DSWD-12 showed. Domingo said the agency held, as proof of violation, the photos of the beneficiaries which were taken by its personnel when the cash assistance was claimed. “Every individual who received the P5,000 cash was taken a photo. To check whether such face also received incentives other than SAP, we will submit the image to such mobile application. The application was really effective that was why we were able to to detect the violators,” said Domingo. The agency, he stressed, was determined to file charges against these individuals after having completed the checking and re-checking of facts and documents.
