OLONGAPO CITY – Mayor Rolen Paulino Jr. has issued Executive Order No. 54, creating the “Angkas Pass”, a special pass issued by the Office of the City Mayor, which allows back-riding in motorcycles in the city.

“The policy will not violate the required physical distancing as they will only allow persons who are living in the same household as the driver for the pass.” Paulino said.
The special pass will only pertain to the designated driver and his back-rider, and should be in the possession of the riders each time they travel.
The city will also allow back-riding only for work -related activity or access to essential needs such as food and medical service.
“Since we saw the need of married couples or family members to use their motorcycles during work-related purposes or other essential travels, we are now allowing motorcycle backriding in the city,” Paulino said in a statement.
Misuse of the angkas pass shall be dealt with in accordance with existing laws or ordinances pertinent to the observance of the medical and safety standards and shall result in the immediate revocation of the pass.
The Angkas pass should be applied for, with applicants providing a photocopy of the driver’s license, Official Receipt and Certificate of Registration (OR/CR), and a barangay certification that the driver and back-rider are living under one household.
