Online personality and businessman Francis Leo Marcos was arrested Tuesday, May 19, by the National Bureau of Investigation (NBI) on charges of violating Republic Act 8050, the Revised Optometry Law of 1995.

(Manny Llanes / MANILA BULLETIN) The operation against Marcos stemmed from the requests for investigation filed by his fellow residents in Green Meadows, Quezon City, the NBI said. Residents of Green Meadows apparently have had enough of the bashing they have been getting from Marcos, thus they decided to ask the NBI to place him under investigation. “May mga nag-file sa kanya ng request for investigative assistance against nga kay Marcos (There are several persons who sought investigative assistance before the NBI against Marcos),” revealed NBI-Cyber Crime Division (NBI-CCD) Chief Victor Lorenzo on Tuesday, May 19. Marcos has been criticizing fellow residents of Green Meadows in social media for allegedly not doing enough during this health emergency caused by the coronavirus disease (COVID-19). On the basis of the requests, the NBI decided to open an investigation and found out he had an outstanding arrest warrant. “So nag-open ang NBI ng case, tapos ina-assgin sa Cyber Crime Division (the NBI opened a case then assigned it to the NBI-CCD),” said Lorenzo. He explained that it is a standard procedure for investigators to conduct background checks of persons under investigation. During the conduct of the background check, the NBI official said investigators found out that the Baguio City Regional Trial Court (RTC) Branch 60 issued on February 14, 2018, an arrest warrant against Marcos and two others on charges of violating the Revised Optometry Law of 1995. His co-accused are Hector Sulit and Leonila Avila Vera. After learning this, Lorenzo said his agents served the warrant on Marcos at his home in Quezon City on Tuesday. Lorenzo said Marcos will remain detained at the NBI headquarters in Manila until the online personality posts the P20,000 bail set by the Baguio court. Aside from the NBI-CCD, Lorenzo said Marcos is under investigation by other NBI units for other crimes. Lorenzo is also checking information that Marcos is facing before a Manila court qualified trafficking charges, and violence against women charges before a court in Gapan, Nueva Ecija.
