Kite flying now a crime in Valenzuela City under state of public health emergency

Flying of kites in Valenzuela City is now prohibited while the country is still under a state of public health emergency.
This came after the city council passed Ordinance No. 695 Series of 2020 or the "Anti-Kite Flying Ordinance," which, according to the city council, stemmed from "numerous complaints of unnecessary power interruptions caused by kites getting entangled with powerlines... causing further inconvenience and posing dangers to Valenzuelanos in these trying times."
"Ang pagpapalipad ng saranggola ay maaaring sumabit sa mga powerlines at makakapagdulot ng brownout. Ang pagbabawal sa kite flying ay para maiwasan din ang paglabas ng mga kabataan ngayong tayo ay may kinakaharap na COVID-19 pandemic (Flying of kites might cause power outage when they get entangled with powerlines. Prohibiting it will also prevent children from going outside their houses in this time of COVID-19 pandemic)," the local government said on social media on Saturday.
Those who will be caught flying kites within the jurisdiction of the city will be fined P1,000 for their first offense, P3,000 for their second offense, and P5,000 for their third offense or they will be asked to 24 hours, 48 hours, or 72 hours of community service.
The said ordinance, which was enacted on May 11, will only be repealed once the state of public health emergency is already lifted.
