Purok leader's attempt to dupe SAP beneficiary in Davao City foiled

By Armando Fenequito Jr. DAVAO CITY -- A purok leader and his alleged cohorts are now facing charges after they allegedly served as fixers so that a resident from Barangay Binugao, Toril District could be included in the list of Social Amelioration Program (SAP) beneficiaries of the national government. The Toril Police Station identified the purok leader as Merlinda M. Odin, 63, while her cohorts were identified as Mercel S. Odin, 39, and Judith Mangoga, 20, all residents of of Sitio Lower, Barangay Binugao. The elder Odin was slapped with charges for violating Republic Act (RA) 3019 Anti-Graft and Corrupt Practices, and RA 11469, or the Bayanihan To Heal As One Act, and for estafa. Police records bared that a certain Josephine N. Mendote, 53-year-old widow, reported the incident to Toril Police Station. It said Mendote told investigators that about the second week of April, the young Odin offered her help to be included in the list of SAP beneficiaries even though she was not qualified, provided that she would give her P2,000 of the cash aid. According to Odin, her mother-in-law – the elder Odin – could arrange for her inclusion in the list because she was a purok leader in Barangay Binugao. The report said when she was able to talk with the purok leader, the latter gave assurance as long as she will give the amount upon the release of the cash aid. On the afternoon of May 6, the Toril Police Station, along with the Special Operations Group and City Intelligence Unit of Davao City Police Office, launched an entrapment operation against the three suspects in Barangay Binugao that resulted to their arrest. During further investigation, it was found that Mendote was really qualified for the program, but was only deceived by the suspects.
