Parañaque City gov't releases stricter home quarantine guidelines

By Jean Fernando The Parañaque City government came out with stricter home quarantine guidelines in the implementation of the enhanced community quarantine (ECQ) due to the coronavirus (COVID19) pandemic. According to Mayor Edwin Olivarez, only one home quarantine pass shall be given per house to a person not less than 18 year olds who will be in charge of errands. The home quarantine pass issued by barangay executives and presidents of homeowners and can only be used within the territorial jurisdiction of the city. Olivarez said that the holder of home quarantine pass is entitled to leave the premises of their home from 5:00 a.m. to 8:00 p.m. to purchase food, medicines and other essentials. He also said that the rules of stringent social distancing shall be strictly observed at all times. For the establishments providing basic service including utility companies, Olivarez said that they will be allowed to open not earlier than 6:00 a.m. and not later than 7:00 p.m. Olivarez also said that they can extend their operation hours not later than 8:00 p.m. and only for the purpose of accepting delivery cargo of goods and supplies to replenish their stocks. He added that supermarkets, groceries, and drug stores shall be open daily from 6:00 a.m. to 7:00 p.m. while sari-sari stores shall open daily for a limited period of time from 6:00 a.m. to 10:00 a.m. Public and private markets will be open from 6:00 a.m to 3:00 p.m. The Bulungan Seafood Market will be allowed to open from 11:00 p.m. to 8:00 a.m. the next day for fish trading such as delivery, buying, and selling, while for the shellfish trading, they will be allowed to open from 1:00 p.m. to 3:00 p.m. Olivarez emphasized the prohibition of selling and or serving of liquor or intoxicating beverages during the period of enhanced community quarantine. The mayor warned that violators for the first offense will be fined P1,000 or six hours detention. For the second violation, a fine of P2,000 will be imposed or nine hours of detention, and for the third offense, fine of P3,000 will be imposed or 12 hours detention.
