Cacdac said they need all hands on deck in helping overseas Filipino workers during this time of the COVID-19 pandemic. Uson was heavily criticized for supposedly violating the ban on mass gatherings when she visited quarantined overseas Filipino workers (OFWs) in Lian, Batangas over the weekend. She even posted a picture of her visit on social media. Cacdac, however, believes that social distancing was observed. "There was social distancing observed. It was not a gathering where people were close together and could contaminate themselves," he said. Cacdac added that the purpose of the visit was to remind the OFWs that they need to observe social distancing and avoid mass gathering following reports of OFWs swimming in the beach while under quarantine. "This is a matter that was well intentioned. It has achieved its purpose in terms of communicating the message of reminding them about the mandatory quarantine," he said. "Of course we will ask the Deputy Administrator to explain her side." "My suggestion is we will look into this matter after the quarantine. We let this crisis pass. We won't do any investigation for the duration of the quarantine because we need all the help we could get," he said. At the moment, Cacdac said they are focusing their efforts on monitoring OFWs in quarantine facilities and helping OFWs who are returning and need to stay in mandatory quarantine facilities.
