Only 6,000 out of 23,000 tricycles operating in Davao City registered

DAVAO CITY - An official from the City Transport and Traffic Management Office (CTTMO) here bared that only about 6,000 out of the known 23,000 motorized tricycle units operating this city are registered.

And of the 5,975 registered tricycles, only 1,900 were covered with franchises, CTTMO Chief Dionisio Abude said in an interview Tuesday.
He also said that the 23,000 tricycles were from the records from the Tricycle Operators and Drivers Association (TODA).
“Other operators have expired franchises and did not renew, others have dropped out, yet still, they are gaining income even without a franchise,” he said.
He said there were advantages if an operator had a franchise. For one, he said that they will be able to get insurance that will also ensure the safety of the passengers.
“Our aim is to put to a stop those who are illegally operating without franchise. We have to prevent colorum tricycles to operate,” he said.
Meanwhile, Councilor Conrado Baluran, committee chair on transportation and communications, said that they have requested the Department of Transportation (DOTr) to put on hold the implementation of a joint memorandum halting the issuance and extension of franchises to tricycles.
Baluran said that committee hearings are to be held to invite concerned agencies such as the CTTMO, City Planning Office and legitimate organizations of tricycle operators and drivers after his filed resolution regarding the DOTr’s memorandum circular no. 001 series of 2017 was deferred during the regular session on Tuesday.
“It is unfair that these 1,000 tricycles who acquired their franchises are paying religiously, and those illegally operating are not paying anything but have gained income,” he said.
He said that the protection of the passengers will be an utmost concern to consider.
Baluran also said they will still be accepting applications for franchise for those who have not yet complied with the requirements.
“Those who will qualify they will immediately be issued with franchises, it is better to get enlisted as early as they can,” he said.
