3rd ICT Council in Cagayan Valley Underway

In partnership with the Department of Information and Communications Technology (DICT), the Office of 3rd District Congressman Jojo Lara spearheaded a Capacity Development Seminar-Workshop on Information Technology – Business Process Management (IT-BPM) Development and Promotion on February 21, 2020, at Pulsar Hotel, Buntun. In a well-represented audience composed of the academe, business sector, private industries, utility providers, government agencies, local government units, and non-government organizations, Lara emphasized the need to decongest the City Capital. He further explicated that it will not only curb problems on traffic, but will also boost opportunities for the greater province if locators will consider investing in the City’s neighboring municipalities. The CapDev featured talks on the Overview of Digital PH: Enabling Digital Opportunities and Innovation in the Countryside by Merlin Fabricante of DICT ICT Industry Development Bureau (IIDB). It was followed by HackTheNorth.ph Founder Mars Cacacho’s session on the State of ICT Human Resources in Cagayan. Quezon City ICT Council President Wilfredo Tanagon ended the morning briefers with an Overview of the IT-BPM Industry and National ICT Confederation of the Philippines (NICP). The second half was a workshop session among the participants who were also automatic members of the technical working group.  The academic community led by Commission on Higher Education (CHED) Regional Supervisor Don Dela Cruz, Department of Education (DepEd) Regional IT Officer Christian Melad, and Cagayan State University (CSU) IT Dean Gener Siddayao, the business sector represented by the Philippine Chamber of Commerce & Industry (PCCI) Regional Governor Cloyd Velasco; and government agencies steered by DICT Cluster I Regional Director Leo Ugto and Department of Trade and Industry (DTI) Provincial Director Winston Singun, identified the strengths and opportunities of the upcoming ICT Council. Through the years, ICT Councils have proven to be valuable cohorts for industry growth and development, providing a close knit alliance for IT-BPM industry promotion, forging academe-industry linkages for curriculum development, training, placement-recruitment and assistance that enable and facilitate viability and sustained presence of IT-BPM companies and players in their respective cities and provinces. The Region’s two other ICT Councils are Cauayan City ICT Council in Isabela headed by Mayor Bernard Dy, and Tuguegarao City ICT Council chaired by Mayor Jefferson Soriano. Isabela’s lone council was launched in 2016 while Cagayan’s first was institutionalized a year later.  Tuguegarao City was listed as an Emerging City by DICT and the IT & Business Process Association Philippines (IBPAP). The ranking system takes into consideration quantity, quality and scalability of talent, availability of infrastructure, competitive cost of doing business, government support and business environment. Cauayan City on the other hand was named by the Department of Science and Technology as a Smarter City. (Sebastian Cacacho)
