ARTA forms anti-fixer task force

A special task force has been created by the Anti-Red Tape Authority (ARTA) to clamp down on fixers preying on the public transacting in government agencies.

The formation of the anti-fixers group came after the implementing rules and regulations of Republic Act No. 11032 or the Ease of Doing Business and Effective Government Service Delivery Act of 2018 became effective last August 5.
"Bumuo ang ARTA ng Special Task Force kasama ang ilang ahensiya ng gobyerno upang puksain ang mga fixer na talamak sa madaming ahensiya ng gobyerno ,” ARTA said in a recent statement.
The anti-red tape watchdog has also called on the top government officials to help weed out fixers in their respective agencies.
"Nanawagan ang ARTA sa mga pinuno ng mga ahensiya na linisin na ang kanilang mga bakuran at huwag nang hintayin ang ARTA na puntahan sila ," the agency said.
"Ngayong epektibo na ang IRR, ganap na ang kapangyarihan ng ARTA na magpataw ng kaparusahan sa kung sinuman ang patuloy na magsusulong ng red tape sa gobyerno ," it added.
Republic Act No. 11032, signed by the President last year, seeks to reduce processing time of government transactions as well as mandates local government units to establish one-stop shop to facilitate such transactions.
The President said much needs to be done despite the passage of the law. He has called on government agencies with the highest red tape- related complaints to step up and institute reforms to improve their services.
ARTA, in the same statement, said it would establish a regulatory management system to assist government agencies in streamlining their processing of transactions.
It would also soon release guidelines on public service such as the creation of Citizen's Charter, as well as mechanisms on report card survey and reengineering efforts.
"Dahil tinukoy na sa IRR ang mga detalye ng paglabag at mga kaukulang parusa nito, mas madali nang maaasikaso ng ARTA ang mga reklamong idudulog ng taumbayan sa aming tanggapan ," the agency said.
