Police confiscate high-grade lumber from illegal logger

By Martin Sadongdong A suspected illegal logger was arrested by joint police forces after assorted lumber believed to be of high quality were seized from him during an intelligence-driven operation in Quezon province Sunday. Manuel Bebon, 47, of Barangay Caridad Ibaba, Atimonan, Quezon, was apprehended by elements of the Quezon Police Provincial Office (PPO)-Intelligence Branch and Atimonan Municipal Police Station. According to Senior Superintendent Osmundo De Guzman, provincial director of the Quezon PPO, concerned citizens in Barangay Caridad Ibaba reported to the police the alleged illegal logging operations in the community. De Guzman then instructed the Atimonan police, led by Chief Inspector Jan Albert Rongavilla, and the Quezon PPO Intelligence Branch, led by SPO2 Rodel Cabrega, to conduct a surveillance operation in the area. Around 3 p.m., the police raided Barangay Caridad Ibaba where they caught Bebon in the act of loading around 80 pieces of assorted square good lumber into an Isuzu Elf truck (TME 971). The amount of the discovered forest products has yet to be determined but the sawn lumber were from the species of narra, bonliw and gesac, among others, police said. Police believe that the illegally cut hardwood will be transported to the nearby villages and provinces of Quezon in the Calabarzon region. De Guzman warned the residents to refrain from participating in illegal logging since it degrades the quality of soil in the mountains and harms the environment. Bebon was brought to Atimonan police detention facility where he was charged for violation of Presidential Decree 705 or the Revised Forestry Code of the Philippines. Under Section 68 of the PD 705, any person who shall "cut, gather, collect, or remove timber or other forest products from any forest land without any authority" shall be guilty of qualified theft as defined and punished in Articles 309 and 310 of the Revised Penal Code (RPC). If proven guilty, Bebon will be meted the penalty of jail time from six months and one day to six years if the amount of the illegally cut lumber ranges from P6,000 to P12,000; or from six years and one day to 12 years if it is worth P12,000 to P22,000 as stated in the RPC.
