Villanueva   “The color of the cat doesn’t matter as long as it catches the mice.” — Deng Xiaoping As President Rodrigo Roa Duterte gradually loses steam partly due to intermittent combat with pain and aches, it is time to look ahead not only by casting a wider net for nonpolitical specialists and patriots by abandoning the provincial mindset but also cognizant of the Chinese belief “that man problems cannot be solved and must instead be managed.” If it is any consolation to PDU30, Deng Xiaoping, who headed China from 1978 to 1989, once remarked that “human rights, freedom, and democracy are designed only to safeguard the interest of the strong, rich countries, which take advantage of their strength to bully weak countries and practice power politics.” Bearing this view in mind, PDU30 can proceed to transform the country accordingly by injecting new blood and dedicated expertise into the system. First, President Duterte was correct in withdrawing the designation of VP Robredo as co-chair of ICAD. If Pres. Digong cannot lick the war against drugs, which is unwinnable, neither can VP Robredo do better. Perhaps, she can be appointed solely as Rehab Czar and education on the incalculable menace of drugs. Second, more importantly, President Duterte needs to look beyond 2022 by changing his homespun vetting concept; seek the best and brightest Filipinos from all over the world; pay them well, and shield them from the vagaries of local politics. The President should recruit scientists and technocrats who are not afraid to lose their jobs or be intimidated by President Rodrigo Roa Duterte. Moreover, while the President is not expected to know every presidential appointee and agency head, there are ways of cross-checking performance efficiency and integrity. As observed, there are numerous good people in the wrong jobs which accounts for the lackadaisical performances of political appointees. Thus, President Duterte should contemplate a Cabinet revamp and reshuffle of key positions. Third, this country needs pathfinders and fearless reformers that may precipitate congressional and constitutional reforms which are within the ability and competence of President Duterte to pursue. We need to get away from the seat-of-the-pants summary dismissal of bureaucrats; short-term quick-fix panaceas, and patronage politics. President Rodrigo Roa Duterte himself has to get out of the box, so to speak, and visualize the state of affairs through earthshaking reforms beyond 2022. Right now, there are many startups and accomplishments but very few closures. It will be sad and ironic if President Rodrigo Roa Duterte will be remembered in political history for his foul language and the cleaning of Boracay. You be the judge.
