Customs says imported goods worth P10,000 and below duty- and tax-free

All imported goods valued P10,000 and below will enjoy duty-free and tax-free privilege as long as they are not prohibited shipments, the Bureau of Customs reminded the public recently.

Any importation worth over P10,000 is subject to Customs duties and taxes, the bureau said in a statement aimed to refresh Filipinos about the guidelines on ‘de minimis’ importation.
“The de minimis rule means that if the value of the imported goods does not exceed P10,000, no duties and taxes will be charged,” Customs said.
Under Customs Memorandum Order No. 28-2016 that lists the guidelines for the implementation of Customs Administrative Order No. 02-2016, all imported goods with a value no higher than P10,000 and that are not classified as prohibited shall enjoy duty- and tax-free privilege.
The agency also said the de minimis value rule covers all importations for consumption entered through various modes such as postal consignments, passenger baggage, consolidated shipments, express consignments, and on-board couriers transported through air or sea. It also covers goods of commercial quantity and those regulated by other government agencies.
However, the importation of cigarettes and other tobacco products, wines, and spirits shall still be subjected to excise tax, regardless of their value, for public health reasons as pronounced under Republic Act No. 10351 or the Sin Tax Law, the bureau said.
