Domagoso said the move was the city government's way of honoring the elderly citizens of Manila in their “twilight years.” He said the city owes its senior citizens who gave the most productive years of their lives contributing in the progress of Manila either through their jobs, businesses or services to the community. “Ngayong nasa dapit-hapon na sila ng kanilang buhay, tungkulin naman nating mga nakababata na kalingain sila kahit paano, (Now that they are in the twilight of their lives, it is the youth’s responsibility to take care for them in any way),” the Mayor said. Domagoso said that nothing can buy or replace the smile of senior citizens who receive a cake on their birthday. He also said that he is not ashamed to say that he copied such kind of caring for the elderly from Makati because he said that he is ready and willing to adopt schemes from other cities as long as they will benefit the citizens of Manila. The free birthday cake is one of the privileges senior citizens enjoy in Makati City.
