The National Police Commission (Napolcom) said on Thursday it has conferred Police Executive Service Eligibility (PESE) certificates on 80 police officers who hurdled the police eligibility examination for the third level rank of the Philippine National Police (PNP).

Lt. Col. Erwin Portillo, deputy chief of the regional personnel and records management division (RPRMD) in Police Regional Office (PRO) 8, topped the examination to lead the 80 examinees who passed the PESE Validation Interview conducted on Nov. 23 to 24, 2019.
Other PNP officials who made it to the top five are: Lt Col. Jean I. de la Torre, Civil Security Group, Camp Crame, Quezon City; Lt. Col. Victorio M. de la Peña Jr., Information Technology Management Service, Camp Crame, Quezon City; and Lt. Col. Reynaldo T. Calaoa, currently attending the National Police College.
Two police officials shared the fifth spot, namely Lt. Col. Reynato V. Mauricio, Jr., Camp General Salipada K Pendatun, Maguindanao, and Lt. Col. Ranny T. Tapat, Camp Commander at the Philippine National Police Academy, Silang, Cavite.
“The 80 passers represent 54.79 percent of the 146 police officials who underwent the validation interview,” Napolcom Vice-Chairman and Executive Officer lawyer Rogelio T. Casurao said.
The PESE, which has two phases, the written examination and the panel interview, is an eligibility requirement for the ranks of police colonel, police brigadier general, police major general, police lieutenant general, and police general.
The PESE tests contain analytical questions on police leadership and police values designed to select the best future leaders in the police service.

Casurao was joined by Napolcom commissioners Felizardo M. Serapio, Jr., Job M. Mangente, and Zenonida F. Brosas in awarding the certificates of eligibility at the 14th PESE Conferment Rites held at the Jesse M. Robredo Hall, DILG-Napolcom Center on Dec. 12, 2019.
