Manila solon bats for passage of 14th month pay bill

(Taylor Weidman / Bloomberg / MANILA BULLETIN) (Taylor Weidman / Bloomberg / MANILA BULLETIN) Nieto, vice chairperson of the House Committee on Housing and Urban Development, filed House Bill No. 5079, citing the need to grant additional benefit to the country’s labor force following the continuously rising cost of living in the country. “For decades, employees have been receiving their 13th month pay, which is material to their daily subsistence including the increase in expenses for children at the start of the school year and at the start of the Yuletide Season. However, such usual bonuses can no longer keep up with the constant increase in the prices of commodities, which the workforce has to deal with despite the inherently increasing pressures,” he said. He said his bill does not only give due recognition to the invaluable contributions of labor to the growth of society, but also to provide substantial relief to all employees. “The proposed measure seeks to grant a 14th month pay to all employees of both the government and private sectors of the country with the hopes of further promoting the welfare of employees and their families, as well as to help them have a meaningful Yuletide celebration,” Nieto said. He said in filing HB 5079, he recognizes that motivation is a key factor in an efficient, effective, and economical organization. “Institutionalizing a 14th month pay to all employees of both the government and private sectors of the country also serves as an additional drive for employees to perform better— which should eventually translate to a more desirable performance and output of an organization,” Nieto said. HB 5079 provides that all rank-and-file employees in public and private sectors who are receiving their 13th month pay shall be given 14th month pay, which shall be equivalent to one month of their respective basic salaries regardless of the increases under existing laws and rules. According to the bill, one-half of the proposed 14th month pay shall be paid on or before the 30th month of June and the other half on or before the 31st month of December of every calendar year. It provides that the 14th month pay shall not be included in the computation of the employee’s gross income, provided, however, that such shall be not be in excess of the amount of P90,000 under existing law. The bill tasks the Civil Service Commission (CSC), the Department of Interior and Local Government (DILG), the Department of Finance (DOF), the Department of Budget and Management (DBM), and the Department of Labor and Employment (DOLE) to promulgate the implementing rules and regulations of the proposed Act within 30 days after its effectivity. Cebu Rep. Rodrigo Abellanosa and Kabayan Rep. Ron Salo earlier filed similar bills to ease the financial plight of private and state workers. Senate President Vicente Sotto III had filed a bill requiring employers in the private sector to grant 14th-month pay. In July this year, Labor Secretary Silvestre Bello asked Congress to carefully study the measure, saying that the financial capability of the employers should be considered.
