An angry mother whose three-year-old daughter was killed by cops amidst their war on drugs has filed a complaint before the Office of the Ombudsman Thursday afternoon.
The mother of Myca Ulpina, 3, who chose to go by the name "Tess," accused several officials of the Philippine National Police (PNP) of violating Article 248 of the Revised Penal Code (Murder), and wants them slapped with the administrative charges of Grave Misconduct, Grave Abuse of Authority, and Conduct Unbecoming of a Public Official.
Ulpina was the three-year-old girl shot dead at her own home last June while the police conducted a war on drug operation against her father, Renato Dolofrina.
The police maintained that the young girl was used as a "human shield" during the operation, but Ulpina's mother, who was assisted by the National Union of People's Lawyers (NUPL), said otherwise.
She accused the cops of conducting a "fake" operation and said that President Rodrigo Duterte shows no mercy for the people, including children, in his crusade against illegal drugs.
The cops included in her complaint for murder are Police Lieutenant Colonel Retsy Damaso in his capacity as Chief of Police of Rodriguez Municipal Police Station, Police Chief Master Sergeant Gerry Cordero, Police Staff Sergeant Eddie Inocentes, Police Staff Sergeant Ederico Zalabaria, Police Staff Sergeant Fortunato Jiro III, Police Master Sergeant Julnyus Guillano, Police Corporal Aladin Dizon, Police Corporal Aldwin Ortilla, Patrolman Christopher Escayda, Patrolman Louie Andrew Cruz, Patrolman Joey Baniqued, and Patrolman Emie Antonio - all from the Rodriguez Municipal Police Station.
From the Rizal Provincial Intelligence Branch, included are Police Superintendent Noel Campos in his capacity as Chief of Rizal and Police Master Sergeant Jesus Villamor Jr., Police Staff Sergeant Loyd Anos, Police Staff Sergeant Rommel Ramos, Police Corporal Ian Kerby Bernas, Police Corporal Christopher Curay and Patrolman Michael John Arenas.
Meanwhile, she wants several police officers slapped with a violation of Section 1(b) and (f) of Presidential Decree No. 1829 (Obstruction of Justice).
They are Chief Investigator Police Chief Master Sergeant Vladimir Dizon, Patrolman Ronald Allan Sta. Isabel, Patrolman Jaymar Yim, Patrolman Danny Tupaz, and Patrolman Tomie Ken Francisco from the Rodriguez Municipal Police Station.
From the Scene of the Crime Operatives (SOCO) of Region 4-A, they are Team Leader Police Major Joanne Rosales, Police Major Shanne Lore Dettabali, Police Executive Master Sergeant Eugenio Santos, Police Senior Master Sergeant Ferdinand Jaramilla, Police Master Sergeant Angelo Ilog, and Patrolman Michael Llaga.
Meanwhile, Police Colonel Joseph Arguelles, Police Major Gabriel Unay, Police Chief Master Sergeant Edward Michael Garcia, Police Executive Master Sergeant Bernard Navarro, Police Senior Master Sergeant Archie Alvarado, and Police Senior Master Sergeant Ventura Catabay - all from the Regional Investigation and Detective Division of Region 4-A - are included as well.
So is Police Superintendent Michael Allan Leano of the PNP - Internal Affairs Service.
