HPG to strictly enforce law on passenger overloading

TACLOBAN City – The Highway Patrol Group (HPG) will strictly implement Sections 32 and 51 of Republic Act (RA) 4136, the Land Transportation and Traffic Code which prohibits the operation of motor vehicles exceeding the registered passenger capacity and on passengers riding outside of the vehicle on space intended for cargo and freight.

"Ang likod ng pick up hindi 'yan kargahan ng tao. Ang tao should always be considered as passengers, when you consider him as a passenger mayroon siyang upuan at seat belt," Brig. Gen. Eliseo Cruz, HPG Chief said.
He noted that the North and South Luzon expressways have long been prohibiting back riders and overloading wherein most of the violators are owners and drivers of cargo trucks, multicabs, Bongo-type trucks, and pickups.
The official maintained that as deputized by the Land Transportation Office (LTO), they are also mandated to enforce traffic laws, and apprehend traffic violators who may be fined P2,000 to P3,000, and face suspension of their certificates of public convenience.
On September 18, LTO Assistant Secretary Edgar Galvante signed a memorandum for its regional offices stating that "it is unlawful to allow passengers on board the cargo or freight provisions of a truck, including pickup vehicles."
This stemmed from an order of President Rodrigo Duterte, following the tragic road crash in T’boli, South Cotabato last September 17 that killed 23 people and injured 11 others.
