This, after, the Manila City government discovered that it was violating city ordinances and misrepresenting applications for permits.
Manila Mayor Francisco "Isko Moreno" Domagoso, who served the closure order along with police operatives, said theTri-Union Properties Inc., the mall's owner, was operating as a lessor "without the necessary business permit."
"In relation to the multiple leased out stalls and spaces, there is no valid and existing business permit as a lessor," Domagoso said.
The Tri-Union Properties, Inc. was "misrepresenting its actual business area" since it declared that it was only occupying 1,000 square meters," according to a memorandum from the city’s Bureau of Permits.
He also chided the mall for having a "questionable number of employees" because under their valid business permit, they should only have 10 employees.
"Under its valid business permit, there is a declared area of 1,000 square meters with 10 employees/personnel," he added.
"Sana maging takdang aral ito sa lahat ng negosyante na nagpapalusot sa lungsod ng Maynila (I hope this will serve as a lesson to all businessmen who are trying to get away in the city of Manila)," Domagoso said.
On the other hand, Trans-Orient Management Services, the mall's operator, was performing the property management functions and services but had “no valid and existing business permit."
"In the case of Trans-Orient Management Services, Inc., it is operating as a property management service provider without the necessary business permit," Domagoso said.
It was also learned that only one out of four operational cinemas inside the mall complex had a business permit.
"In relation to the operational cinemas, there is an existing and valid business permit for only one of the said cinemas operated by Cineworld Cinema, Inc. valid until end of 2019," the Mayor said.
However, Domagoso said the mall may reopen once they are able to comply with the requirements mandated by the local government.
"Can you imagine, a simple problem, lumabas tuloy ang mga kalansay sa baul. Simple compliance issue, ito tuloy ang nangyari sa kanila. But we have no recourse, wala kaming choice," he said.
On the other hand, Isetann said they will "temporarily shut down operations until further notice."
"We fully support the advocacy of the City Mayor and hoping of the mall's quick actions to resolve the issues concerning Cinerama complex. We believe that this is only temporary and we look forward to serve you again soon," Isetann said in a statement.
Isetann is a business establishment located along C. M. Recto Avenue, Quiapo, Manila in 1988.
Last July, Domagoso also led a raid an illegal gambling center inside the Recto mall. (with reports from MB Online)
