State universities and colleges must craft a land use development and infrastructure plan (LUDIP), including dormitories for students and housing sites for employees, based on a new law signed by President Duterte.
Under Republic Act No.11396, the SUCs governing boards must prepare and implement such development blueprint "to improve and optimally utilize their resources."

The SUCS have been directed to submit the LUDIP to the Commission on Higher Education within two years after the approval of the new law. The development plan must include campus planning framework; detailed geographical description and survey of the campus site, such as idle lands and extension sites; inventory of all buildings, facilities and other infrastructure within SUC area; cadastral survey of land occupied by SUCs; and detailed geographical description of land used for commercial, agriculture, fishery, forestry and other activities. It must also cover the description of the research core, academic core, residential areas covering both housing for faculty and staff, dormitories for students, as well as detailed geographical description and survey of the site intended for dormitories for students and housing sites for SUC employees. The design and estimated cost for construction and maintenance of infrastructure needs of the SUCs as well as financial plan must also be included in the LUDIP. The preparation and implementation of the LUDIP shall be made a requirement for the approval of infrastructure projects in SUCs. No infrastructure project will be approved in any SUCÂ unless it was submitted to the CHED. The law also allowed the SUCs to seek the assistance and cooperation from other agencies such as the Housing and Land Use Regulatory Board (HLURB), the University of the Philippines School of Urban and Regional Planning (UP-SURP), the Department of Public Works and Highways, among others, in crafting the LUDIP. The CHED, UP-SURP and the HLURB shall design capacity building programs for the SUCs to enable them to develop and prepare suitable land use plans.
