DepEd marks National Disaster Resilience Month with three-day celebration

(DepEd / MANILA BULLETIN) Led by Education Secretary Leonor Briones – through DepEd’s National Risk Reduction and Management Service (DRRMS) – the agency organized a three -day celebration of NDRM at the Central Office in Pasig City. On July 23, DepEd conducted an Earthquake Resilience Forum and held the Office and Family Disaster Preparedness day on July 24. An Interactive Booth Display was also installed at the Rizal Building Lobby inside the DepEd Complex starting July 23 until July 25. The observance of the NDRM is pursuant to Executive Order No. 29 signed by President Rodrigo Duterte on June 28, 2017. Aside from observing the NDRM, the three-day activity was also being conducted in preparation for the ‘Big One’ and other equally destructive disasters. Vulnerability of the Education Sector “Schools across the country are vulnerable to hazards such as tropical cyclones, flooding, earthquakes, volcanic eruptions, and armed conflict,” DepEd said. Based on the data from DepEd - from SY 2009-2010 up to SY 2017-2018 – it showed that there were a total of 43, 810 schools that experienced natural hazards while 29, 949 schools documented impacts of human-induced hazards. “More than impeding the provision of education, these hazards threaten and affect both the lives of students and personnel as well as loss of educational resources and investments,” DepEd added. Aside from vulnerability of schools, the Central Office (CO) of DepEd located in Pasig City is at risk should the long overdue 7.2 magnitude earthquake or the “Big One” happens. DepEd noted that the 6.2 magnitude earthquake that hit Luzon last April 22 “provides an indication of the impacts and damages that may be incurred from any destructive earthquake originating closer to Metro Manila.” The “Big One” – triggered by the movements of the West Valley Fault – is around 400 meters away from the DepEd Central Office. According to the worst case scenario projections, DepEd noted that the ‘Big One’ may “result to 50,000 fatalities and severe total damages to critical infrastructure” including its CO. DepEd’s celebration highlighted the Disaster Preparedness Day and Fire Square Roadshow through simultaneous booths and demonstrations on first aid and other activities related to disaster preparedness. The DepEd also launched its DRMMS Jingle entitled “Laging Handa” which was sang and composed by winning students from Capiz National High School during the 2017 National Jingle Making Contest. The jingle was later arranged by award-winning singer-songwriter Joey Ayala. “Laging Handa” calls for a “pro-active stance in responding to disasters through preparedness.” The production of the jingle was made possible with the support of World Vision. Likewise, an earthquake resiliency forum was also held at DepEd’s Bulwagan ng Karunungan participated by DOST-PHIVOLCS Undersecretary Renato Solidum Jr., DOST-PHIVOLCS Supervising Research Specialist Joan Salcedo, Romina Marasigan of Office of Civil Defense, and Rhiza Nery of Philippine Disaster Resilience Foundation. The Metro Manila Development Authority (MMDA) also simulated earthquakes using the “Shake, Rattle, and Learn” house. Focus on Disaster Resilience With the theme "Kahandaan sa Sakuna't Peligro para sa Tunay na Pagbabago," – DepEd through its DRRMS – continues to strengthen its capacities to “promote a culture of disaster preparedness.” DepEd also reaffirmed its commitment in “promoting a culture of disaster preparedness” through the implementation of a number of policies and programs which aims to build a “resilient society” in times of disasters. DepEd said that the DRRMS aims to ensure that all offices, schools, learners, and personnel “are safe and resilient to risks and impacts of disasters and emergencies arising from natural and human-induced hazards.” Overall, the DRRMS’s goal is to ensure “reduced risks and impacts of natural and human-induced hazards to offices, schools, learners, and personnel.” It is focused on attaining three immediate outcomes: “learners and personnel are protected from death, injury, and harm brought by natural and human-induced hazards;” “learning community is ensured in the aftermath of a disaster;” and “education investments are protected from the impacts on natural and human-induced hazards.” DepEd has also been implementing DRRM programs, projects, and activities in line with its objectives. The DepEd DRRMS aims to “empower personnel, offices, schools, and learners in ensuring safety and learning community.” It also “institutionalizes DRRM, Climate Change Adaption (CCA) and Emergency in Education (EiE); and “strengthens the resilience of basic education in the context of natural and human-induced hazards.” The Comprehensive DRRM in Education Framework was issued as contained in DepEd Order No. 37 in 2015. It aims to “guide DRRM efforts in the basic education sector towards resilience-building in offices and schools” and to “ensure that quality education is continuously provided and prioritized even during disasters and/or emergencies.” This framework, DepEd said, institutionalized the DRRM structures, systems, protocols, and practices in the department’s offices and schools. It will also provide a “common understanding and language in the implementation of DRRM in basic education at all levels.” The DepEd’s Comprehensive DRRM in basic education framework is guided by its strategic thrusts and the National DRRM framework. “The education interventions on DRRM should be aligned with the three outcomes and the four DRRM thematic areas ” to “maintain a learner-centered, right-based implementation at all levels.” Aside from protecting learners and education workers from death, injury, and harm in schools, DepEd said among the objectives of the DRRM framework is to ensure educational continuity in the face of expected hazards and threats and to safeguard education sector investments as well as to strengthen risk reduction and resilience through education.
