Marikina City signs ordinance that 'criminalize' discriminatory acts

The Marikina City Government has passed an anti-discriminatory ordinance during the 2019 Metro Manila Pride March in Marikina City on Saturday that would “criminalize” discriminatory acts in the city.

Marikina City Mayor Marcelino “Marcy” Teodoro signed the City Ordinance No. 065 Series of 2019, also known as the Anti-Discrimination Ordinance that seeks to give equal opportunities to all members of the sector.
The rays of the rainbow pierced through the gloomy Saturday afternoon as thousands of lesbians, gays, bisexuals, transgenders and queer (LGBTQ+) community members trooped at Marikina City Sports Center on the rainy Saturday afternoon.
“Bilang pagpapakita ng aming suporta dito sa lungsod ng Marikina, sa araw na ito ay aking pipirmahan at ipapatupad ang Anti-Discrimination Ordinance,” Teodoro said.
“Ito ay nagbibigay sa lahat ng pantay at pare-parehong karapatan sa trabaho, edukasyon, tirahan, at sa mga serbisyo ng pamahalaan,” he said.
The Section 6 of the ordinance mandates the creation of an Anti-Discrimination Council, which will be composed of the City Mayor and eight other key officials of the local government, with three representatives from the LGBTQ+ sector.
According to the ordinance, violators will be penalized with not less than 60 days but not more than one year of imprisonment and/or a fine not less than P1,000, but not to exceed P5,000, or both.
Teodoro stressed that the ordinance would “criminalize” the act of discrimination in the city.
With the ordinance, Teodoro said the local government unit has institutionalized the Sexual Orientation, Gender Identity, and Expression (SOGIE) Equality Bill.
“Ito na mismo ang SOGIE, ang kaibahan lang ay ang magpapatupad ay ang Anti-Discrimination Council,” he told reporters.
According to the Marikina City Police chief Col. Restituto Arcanghel, over 30,000 members of the LGBTQ+ sectors and their allies have trooped at the city sports center as of 4 p.m.
