To strengthen the professional training and development of over 800,000 teachers, the Department of Education (DepEd) will implement the transformation of the National Educators Academy of the Philippines (NEAP).

(DEPED / MANILA BULLETIN) “So mayroon tayong NEAP na gusto nating ma-transform, magiging instrumentality ang mga teachers sa pag-transmit nitong bagong ways of thinking and solving problems,” said Education Secretary Leonor Briones. “Ang focus kasi dito is really analysis and solving of problems, hindi lamang iyong pagme-memorize ng data, mga dates and history and so on,” she added. Briones, in DepEd Order no. 11 s. of 2019, said that the transformation of NEAP is vital as the department “renews its focus on making decisive gains in upgrading education quality.” Strengthening of the professional training and development of its teachers, she noted, is “urgent and necessary.” For DepEd, embarking on the organizational and program transformation of NEAP is a “major reform initiative.” Briones also noted that “such transformation is expected” – among others – “to streamline professional development, make training activities programmatic and accountable, effectively link professional development with career progression and generate efficient use of resources.” Ultimately, Briones said that the move will “realize NEAP’s mandate of providing the learning and development needs of the increasing number of teachers and school leaders.” In the guidelines, Briones noted that beginning 2020, all DepEd offices and units at all levels of government will coordinate with the transformed NEAP “align its program and follow its standards and guidelines” in the implementation of any professional development activities for school leaders and teachers. Briones noted that a Task Force was created to evaluate the recommendation of the study and prepare a Detailed Design for NEAP Transformation. A Transition Team – headed by Undersecretary Nepomuceno Malaluan – was also created to “work jointly” with the existing officers and personnel of NEAP and to “execute steps necessary for carrying out the proposed design of the NEAP Transformation.”
