The powerful Commission on Appointments (CA) confirmed Tuesday the appointments of 50 general/flag and senior officers of the Armed Forces of the Philippines (AFP) led by two lieutenant generals and one Vice Admiral.

The CA, chaired by Senate President Vicente C. Sotto III, concurrent CA chairman, also confirmed the appointment of former Supreme Court Associate Justice Noel Gimenez Tijam as member, representing the Academe, Judicial and Bar Council (JBC), Supreme Court.
Tijam replaced Jose V. Mejia. His term ends on July 9, 2022.
During the public hearing by the CA national defense committee chaired by Rep. Seth Frederick P. Jalosjos, Senator Gregorio B. Honasan II, moved for the confirmation en masse of the 50 AFP officers.
The appointments of the AFP ranking officers were later confirmed during the CA plenary session.
This was the last act of the CA which, like the Senate and the House of Representatives, adjourned sine die that starts Wednesday.
Jalosjos said his committee found the 50 AFP officers “fit and qualified’’ to hold their ranks.
Confirmed as Lieutenant Generals were Felimon T. Santos Jr. and Gilbert I. Gapay.
Confirmed as Vice Admiral was Rene V. Medina.
The Commission also confirmed the appointments of Glicerio G. Peralta, Gerald S. Da-Anton, Robert C. Dauz, Arnulfo C. Matanguihan, Augusto D. Dela Pena, Lenard T. Agustin, Thomas R. Sedano Jr., Franco Nemesio M. Gacal, Reuben S. Basiao and Bernie S. Langub as Major Generals.
According to the Constitution, the representative of the academe should be a “professor of law.” In the past, JBC members from the academe were either deans or faculty members of law schools.
Tijam’s academic background includes his being a lecturer at the Philippine Judicial Academy (PHILJA), University of the Philippines Law Center, and the Mandatory Continuing Legal Education Program.
In July 2010, Tijam joined the distinguished Corps of Professors of the College of Law at the De La Salle Lipa City. He also taught Business Law, Philosophy, Political Science at the Philippine School of Business Administration from 1969 to 1976.
Tijam has been a judge since 1994, and was a longtime justice of the Court of Appeals until he was appointed by President Duterte to the Supreme Court in 2017.
