The camp of Vice President Leni Robredo is looking forward to the institutionalization of the Pantawid Pamilyang Pilipino Program (4Ps) which would provide more assistance to Filipino families in need.

Robredo lauded the signing into law of Republic Act 11310 institutionalizing 4Ps or the conditional cash transfer (CCT) program that has been touted as the government’s solution to poverty in the country.
“In fact, iyong 16th Congress, si VP Leni ay isa sa mga nagtulak niyang 4Ps, magkasama pa kami noon. At iyon nga lang inabot, kaya natutuwa kami kahit paaano ngayon na, ito ay naisabatas,” Vice presidential spokesman Barry Gutierrez said.
(In fact, during the 16th Congress, VP Leni was one of those who pushed for 4Ps when we were together. But this didn’t reached us so we are happy it was passed into law.)
RA 11310 or the Pantawid Pamilyang Pilipino Program Act was signed by President Rodrigo Duterte on April 17, but the law was only made public last May 22.
The law provides that the State “shall promote a just and dynamic social order thereby uplifting its citizens and marginalized sectors from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all.”
The 4Ps program provides cash to poor households for a maximum of seven years to “improve the health, nutrition, and education aspects of their lives.”
With the institutionalization of the 4Ps, Gutierrez said it is now a permanent poverty reduction program of the government that requires regular appropriations for the budget of the Department of Social Welfare Development.
The DSWD is the lead agency that provides conditional cash transfer to poor households in the Philippines.
“Kaya hopefully, isa itong magandang hakbang, dahil itong programang ito ay talaga namang milyun-milyon sa ating kababayan ang nakinabang dito at naangat ang kanilang sarili mula sa kahirapan,” Gutierrez, a former Akbayan representative, said.
(Hopefully, this would be a good step, because millions of our countrymen have really benefited from the program and they have lifted their lives from poverty.)
“Ibig sabihin kahit magbago ang administrasyon, kahit magbago pa iyong ihip ng hangin sa DBM, siguradong mapopondahan na itong batas na ito,” he stressed.
(This means even there is a change in administration, the wind changed at DBM, the measure would surely be funded.)
