Seventeen candidates have made it the shortlist from which President Rodrigo Duterte will choose those who will occupy the four vacant seats in the Court of Appeals (CA).

The Judicial and Bar Council (JBC) has already submitted the shortlist to Malacanang on Friday (May 3).
Those in the list were Philip Aguinaldo Alfredo Ampuan, Jean Marie Bacorro-Villena, Eleuterio Bathan, Lily Biton, Irin Zenaida Buan, Carlito Calpatura, Emmanuel Carpio, Maximo De Leon, Raymond Reynold Lauigan, Virgilio Macaraig, John Emmanuel Madamba, Encarnacion Jaja Moya Bonifacio Pascua, Angelene Mary Quimpo-Sale, Rosanna Fe Romero-Maglaya, and Emily San Gaspar-Gito.
The four CA seats became vacant following the appointment of Justice Jose Reyes Jr. to the Supreme Court (SC) in August last year, and the retirement last year of CA Justices Magdangal De Leon, Renato Francisco and Romulo Borja.
The JBC has also submitted to Malacanang on Friday a shortlist of candidates for the Court of Tax Appeals (CTA).
Those in the CTA shortlist are Henry Angeles, Jean Marie Bacorro-Villena, Lorenza Bordios, Ma. Celestina Cruz-Mangrobang, Olivia Escubio-Samar, and Maria Rowena Modesto-San Pedro.
There are two open spots at the CTA due to last year’s retirement of Justices Lovell Bautista and Caesar Casanova.
Under the Constitution, the JBC is tasked to screen and vet applicants of the judiciary.
The shortlists submitted to Malacanang were signed by JBC members SC Chief Justice Lucas Bersamin who is the Ex Officio Chairperson; Justice Secretary Menardo Guevarra; Oriental Mindoro Rep. Paulino Leachon; retired SC Justice Noel Tijam who represents the academe; retired SC Justice Jose Mendoza who represents retired SC justices; and Atty. Toribio Ilao who represents the private sector.
JBC member, lawyer Maria Milagros Fernan-Cayosa who represents the Integrated Bar of the Philippines (IBP), did not participate.
Cayosa had been subject of a complaint filed by senatorial bet Larry Gadon who questioned her application for a seat at the CTA due to conflict of interest.
