The House of Representatives has approved twin measures seeking to create two barangays in Dasmariñas City, Cavite.

House Bills 9043 and 9044, which create Barangay Victoria Reyes and Barangay New Era, respectively, hurdled the Lower Chamber. The bills were principally authored by Cavite Rep. Jennifer Austria-Barzaga.
The measures seek to establish Barangay Victoria Reyes and Barangay New Era as distinct and independent barangays and entitle them to the appropriate Internal Revenue Allotment (IRA) share.
“By enacting a law for the creation of Barangay Victoria Reyes and Barangay New Era, these barangays will be entitled to receive their share in the IRA. Such entitlement to a share in the IRA would greatly improve their financial capability and would enable them to efficiently and effectively perform their functions, duties and responsibilities, to the end that the fruits of public service will trickle to the level closest to the citizenry, which is the barangay,” Austria-Barzaga said.

It provides that the plebiscite conducted and supervised by the Commission on Elections (Comelec) pursuant to Provincial Ordinance No. 2000-004 of the Sangguniang Panlalawigan of the province of Cavite, which ratified the creation of Barangay Victoria Reyes as proclaimed by the Plebiscite Board of Canvassers shall serve as a substantial compliance with the plebiscite requirement under Section 10 of Republic Act 7160, otherwise known as the Local Government Code of 1991, as amended.

It provides that the plebiscite conducted and supervised by the Comelec pursuant to Provincial Ordinance No. 4 S91 of the Sangguniang Panlalawigan of the province of Cavite, which ratified the creation of Barangay New Era as proclaimed by the Plebiscite Board of Canvassers shall serve as a substantial compliance with the plebiscite requirement under Section 10 of Republic Act 7160, otherwise known as the Local Government Code of 1991, as amended.
House Bills 9043 and 9044 provide that the incumbent barangay officials of Barangay Victoria Reyes and Barangay New Era shall continue to hold office until their successors have been duly elected and qualified.
Both measures seek to transfer all existing public infrastructures and facilities for public use to the newly-created barangays.
The bills also entitle Barangays Victoria Reyes and New Era to IRA shares pursuant to Section 285 of Local Government Code of 1991, as amended.
At present, Barangay Victoria Reyes, formerly Pag-asa, has a population of 14, 248, while Barangay New Era, formerly Sampaloc V, has a population of 3,224 based on the 2015 national census.
