PNP to ask DILG to summon Marikina mayor after 'withdrawing' support to city police

Police General Oscar Albayalde, PNP Chief, said he ordered National Capital Region Police Office (NCRPO) director, Police Major General Guillermo Eleazar, to make a report about a Metro Manila mayor's supposed withdrawal of support to his local police. According to Albayalde, the issue began when the former chief of police in the city was promoted to the next higher rank and the mayor got angry because he was not informed about the move. As a result, Albayalde said the mayor withheld assistance funds for the local police, told them not to attend flag-raising rites at the city hall, and removed all hotlines of police stations around the city. Eh nagalit at pati ang mga hotlines ng pulis pinagtatanggal in the whole city (When we removed the chief of police because he was promoted as a chief of staff, we installed an officer-in-charge. He got mad to the point that he removed even the hotlines of all police stations in the whole city)," Albayalde revealed. "I asked the RD of the NCRPO to make a report and then we will endorse him to SILG para si SILG will probably make him explain or show cause kung bakit ganun (I asked the regional director of the NCRPO to make a report and then we will endorse him to Secretary of DILG so that he will probably make him explain or show cause why he did that)," Albayalde said. Albayalde described the mayor's move as "childish acts." The current officer-in-charge (OIC) of the Marikina City Police is Police Colonel Redrico Maranan, who replaced erstwhile city police chief, Colonel Roger Quesada, just last March 21. Quesada was assigned as the chief of the directorial staff of the MIMAROPA Police Regional Office (PRO-4B). In an interview, Maranan said Teodoro withdrew the gas allocation support, repair and maintenance support of 20 mobile cars; and recalled the police's Ordinance Violation Receipt (OVR) and Traffic Violation Receipt (TVR) which are used in their operations. I told him na because nalipat na si Colonel Quesada (The first time that we talked, he asked why I was installed without his approval. I told him because Colonel Quesada was transferred)," Maranan said. "The PNP to put an officer to continue the management functions of the police station especially during election period," he added. Teodoro's defense In a statement, Teodoro denied that he withdrew his support to the Marikina police. "First and foremost, the Chief PNP will do well to exercise due diligence in verifying the facts before making any statement to the media. I, as city mayor, have not withheld support from the PNP Marikina, and shall continue to be its primary advocate as peace and order remains a priority of my administration," he said. For one, Teodoro said he found out that the Marikina PNP has been receiving gas allowance from the PNP national unit, aside from the allowance that they were providing them as a form of assistance. "When I instructed Colonel Maranan to ensure that operating expenses be equally shared by the PNP and the city, including gasoline expense, it is a matter of judicious spending in order that activities and programs relating to law enforcement in the city will be met with efficiency," he noted. He also denied instructing the cops not to attend flag-raising rites at the city hall and withholding other forms of assistance. Meanwhile, Teodoro confirmed that he was not informed when Quesada was replaced by Albayalde. "That is true. I was not informed of the appointment of the OIC, and it speaks of the unprofessionalism of the PNP more than anything," he said. Teodoro cited a provision of the Republic Act 7160 and RA 6975 or the DILG Act as amended "that expressly states the city mayor has operational supervision and control of PNP units within his jurisdiction." "It is a matter of courtesy and respect and observance of the law that I should at least be notified," Teodoro stressed.
