By Chito Chavez The Quezon City Council has passed a resolution granting Mayor Herbert Bautista the power to enter into an agreement with qualified beneficiaries of various socialized housing projects under an in-house financing scheme. Authored by Councilors Alexis Herrera, Marivic Co-Pilar, and Franz Pumaren, Resolution SP 7718-2019 aims to address the concerns of informal settler families (ISFs) who cannot afford the socialized housing projects of the city government. The city has developed affordable medium rise buildings known as “Bistekville Socialized Housing Projects” for qualified city residents. Some of the beneficiaries are informal income earners who do not have the required documents necessary for the approval and release of housing loans. In order to accommodate the ISFs, the Task Force on Socialized Housing and Development of Blighted Areas will adopt the in-house financing scheme with graduated monthly amortization for the first five years in selected socialized housing sites. Meanwhile, the Quezon City government will acquire 300 units of electronic tricycles to promote efficient and clean technologies. Recognizing the need to control and effectively manage air pollution, Councilor Oliviere T. Belmonte introduced City Resolution 7725-2019, to enter into a deed of donation of 300 e-trikes in support of the Department of Energy’s (DOE) e-trike project. Data at the DOE revealed that five million tricycles in the country emit close to 10 million tons of harmful gases and use several billions of US dollar worth of oil each year. The resolution emphasizes the need to implement long-term solutions that ensure energy efficiency and sustainability for the present and future generations “A more holistic program or approach is needed to insulate the country from high oil prices and harmful effect of gases emitted by tricycles,” the resolution read.
