By Merlina Hernando-Malipot The Department of Education (DepEd) will continue to adopt the clean, green, healthy and eco-friendly policy in this year’s conduct of the Palarong Pambansa citing positive results – in terms of maintaining cleanliness and orderliness – in the billeting areas of student-athletes and other participants. A few weeks before the start of #DavaoPALARO2019, Secretary Leonor Briones, Undersecretaries Revsee Escobedo and Annalyn Sevilla, Assistant Secretary G.H. Ambat, and other officials inspect the sites that will serve as playing venues for the different Palaro sporting events (DEPED / FACEBOOK / MANILA BULLETIN) A few weeks before the start of #DavaoPALARO2019, Secretary Leonor Briones, Undersecretaries Revsee Escobedo and Annalyn Sevilla, Assistant Secretary G.H. Ambat, and other officials inspect the sites that will serve as playing venues for the different Palaro sporting events (DEPED / FACEBOOK / MANILA BULLETIN) Based on the 2019 Palarong Pambansa General Information, Technical Rules, Regulations, and Guidelines of Sports signed by OIC-Undersecretary and Palarong Pambansa Secretary-General Revsee Escobedo, the Clean, Green, Healthy, Organized and Eco-Friendly Policy – as adopted in the previous staging of the National Games – “shall continue to be implemented.” “Due to positive results in terms of maintaining cleanliness and orderliness in the billeting areas of student-athletes, the clean, green, healthy and eco-friendly policy has been integrated in the Palaro and enhanced by the provision of due recognition to delegation who have shown exemplary performance in promoting proper hygiene, sanitation and food safety as well as preserving the environment during the national sports event,” said Escobedo. Escobedo noted that this year’s activity will be implemented in coordination with the City Government of Davao as the host of this Palarong Pambansa. During the 2019 Palaro, to be held from April 27 to May 4 in Davao City, DepEd urged participants – both student-athletes, their coaches and other stakeholders – to ensure that this year’s staging of the Palaro would be “clean, green, healthy, organized and eco-friendly” by adhering to measures and guidelines issued by the department. In the guidelines, Escobedo reiterated that the “clean and green” initiative is pursuant to Executive Order (EO) No. 193 issued in 2015 entitled “Expanding the Coverage of the National Greening Program.” He also noted that all local government units (LGUs) are “mandated to comply” with the provisions stipulate in the RA 9003, Solid Waste Management Act 2000. “It is in this context that the DepEd and the LGU are joining hands to make the Palarong Pambansa a fertile avenue for promoting physical fitness and wellness and inculcating values on discipline, teamwork and care for the environment,” Escobedo explained. The policy, Escobedo said, aims to “promote environmental preservation through the 3R principles (reduce, re-use, and recycle) among athletes, coaches, trainers, and other officials by the respective delegations.” Escobedo added that the policy also aims to “to promote a clean and safe school environment through the correct hygiene and sanitation practices that reduce related diseases, increase learning achievement, and contributes to dignity and gender equality” as well as to “encourage cooperation and self-regulation and instill among the pupils and students the values of discipline, responsibility and environmental consciousness.” Finally, the initiative will “recognize delegation who have shown outstanding performance in implementing a clean, green, and eco-friendly Palaro.” As an incentive to the delegations for adhering to said directive, the Palaro Committee will be giving four recognition awards including “Most Disciplined Delegation,” “Most Organized Delegation,” “Best Billeting Center,” and “Cleanest, Greenest and Eco-Friendliest Delegation.” Escobedo said that the tree planting is “one of the criteria for the cleanest, greenest, and eco-friendliest delegation” thus each region shall be required to plant native trees. With theme, “Shaping the Future Through Sports,” the 2019 Palarong Pambansa will be held in Davao City in cooperation with DepEd Region XI and the Schools Division Office (SDO) of Davao City. Also known as National Games, the “Palarong Pambansa” aims to promote Physical Education (PE) and sports as integral parts of basic education for the youth to become responsible and globally competitive citizens of the country. The conduct of the annual “Palaro” also targets to widen the bases for talent identification, selection, recruitment, training and exposure for elementary and secondary students to serve as athletes’ roster of the National Sports Associations (NSAs) for international competitions. Furthermore, the event will provide a database for valid and universal basis to further improve the school sports development program.
