Kabataan partylist solon seeks 'reasonable, proportional' honoraria for SK officials

She said SK members should be accorded with "reasonable and proportional" honorarium, citing their crucial role in local governance and nation building as provided for under Republic Act 10742, otherwise known as the "Sangguniang Kabataan Reform Act of 2015". Sarah Jane Elago ( FACEBOOK/ MANILA BULLETIN) "In view of the significant role, function, and contribution of the Sangguniang Kabataan in local governance and nation-building, there is a need to provide a reasonable and proportional honorarium for the services rendered by every member," Elago said in filing House Joint Resolution 35. "The positions of SK Secretary and SK Treasurer are critical in the effective and efficient operations and the good governance of the SK and are loaded with responsibilities and liabilities under Sections 14 and 15 of Republic Act 10742, for SK Secretary and treasurer, respectively," she said. Under HJR 35, she urged Congress to urgently authorize honorarium for SK Kagawads at 50 percent and SK Treasurer and Secretary set at 70 percent of the rate of honorarium of the SK Chairman. Elago explained that the 10 percent Sangguniang Kabataan Funds were in the nature of a development fund as provided for by Section 20 of RA 10742. "Such honorarium for Sangguniang Kabataan Secretary, Sangguniang Kabataan Treasurer, and Sangguniang Kabataan members must be charged to the regular funds of the barangay," she said. The House Committee on Local Government earlier endorsed for plenary approval a bill seeking to extend the term of office of barangay officials and members of the Sangguniang Kabataan from three years to five years. The panel, chaired by South Cotabato and General Santos City Rep. Pedro Acharon Jr. sought the final approval of House Bill 9056 under Committee Report 1214. HB 9056, a consolidation of seven measures, seeks to amend Section 43 of Republic Act 7160, as amended, otherwise known as the Local Government Code of 1991. Under HB 9056, the term of office of barangay and Sangguniang Kabataan officials shall be for five years, which shall begin after the synchronized regular election of barangay officials and members of the SK on the second Monday of May 2023.
