Bill extending term of office of barangay officials, SK members pushed

By Charissa Luci-Atienza The House Committee on Local Government has endorsed for plenary approval a bill seeking to extend the term of office of barangay officials and members of the Sangguniang Kabataan (SK) from three years to five years. Pedro Acharon Jr. pushed for the final approval of House Bill 9056 under Committee Report 1214. HB 9056, a consolidation of seven measures, seeks to amend Section 43 of Republic Act 7160, as amended, otherwise known as the Local Government Code of 1991. Acharon said the proposed five-year-term of barangay officials and SK members would "ensure that the programs of the barangays are carried out properly." Under HB 9056, the term of office of barangay and SK officials shall be for five years, which shall begin after the synchronized regular election of barangay officials and members of the SK on the second Monday of May 2023. The bill provides that no barangay elective official shall serve for more than two consecutive terms in the same position. Voluntary renunciation of office for any length of time shall not be considered as an interruption in the continuity of service for the full term for which the elective official was elected, it said. HB 9056 also provides that the term of office of barangay and SK officials elected in May 2023 elections and subsequently thereafter, shall commence at noon of June 30 following their election. According to the bill, all incumbent barangay and SK officials shall remain in office unless sooner removed or suspended for cause until their successors shall have been elected and qualified. The Acharon panel passed House 9056 on December 11, 2018. Among the authors of the bill are Reps. Gabriel Bordado (Camarines Sur), Horacio Suansing Jr. (Sultan Kudarat), Estrellita Suansing (Nueva Ecija), Xavier Jesus Romualdo (Camiguin), Winston Castelo (Quezon City), Gus Tambunting (Parañaque), Maximo Rodriguez Jr. (Cagayan de Oro), and Albee Benitez (Negros Occidental).
