Increase in pension of veterans proposed

Luis Raymund Villafuerte Jr. noted that on December 20, 2018, President Duterte signed Republic Act 11164, which raised the monthly pension of war veterans. "However, the catch was that only eligible living senior veterans can avail of this increase and could not be transferred to family members or dependents," he said. "To adddress this concern, this bill proposes a provision on the rules of succession for beneficiaries of the pension. Upon death of the war veteran, the spouse or the eldest legitimate child, upon death of the former, shall be allowed to receive the pension, " Villafuerte proposed. HB 9047 provides that the monthly pension shall be granted directly to the war veteran, if he is still living. Upon the death or incapacity of the war veteran, his pension shall be released in favor of his surviving spouse and in the latter's death or incapacity, to the eldest legitimate child of the war veteran. The bill tasks the Department of National Defense (DND) and the Department of Budget and Management (DBM) to issue the implementing rules and regulations of the proposed Act. The amount necessary for the implementation of this Act shall be charged to the appropriations of the DND under the current General Appropriations Act (GAA), it provides. "This bill hopes to benefit around 7,000 living Filipino war veterans in and out of the country. It expresses the country's gratitude to those who sacrificed their life for this nation, " Villafuerte said.
