Napolcom OKs filling up of 82,891 PNP promotional vacancies

The National Police Commission (Napolcom) has approved the filling up of 82,891 promotional vacancies for the ranks of Police Officer II to Police Superintendent under the PNP Promotion Quota for 2019.

It consists of 80,819 slots for regular promotion and 2,072 slots for special or meritorious promotion.

The Commission en banc headed by DILG Secretary and Napolcom Chairman Eduardo M. Año issued Resolution No. 2019-135 which grants this year’s promotion quota for the uniformed personnel of the police force.

This was made to facilitate the upward career movement of personnel in order to stabilize the pyramidal structure of the PNP organization.

Napolcom Vice-Chairman and Executive Officer Atty. Rogelio T. Casurao noted the promotion program intends to enhance the efficiency and effectiveness of the police organization through the selection and appointment of qualified Police Commissioned Officers (PCOs) and Police Non-Commissioned Officers (PNCOs) to the next higher rank through merit and fitness.

The 80,819 quota for regular promotion is distributed to the following ranks: 565 for Police Superintendent (PSUPT); 307 for Police Chief Inspector (PCINSP); 428 for Police Senior Inspector (PSINSP); 947 for Police Inspector (PINSP); 5,063 for Senior Police Officer IV (SPOIV); 3,360 for Senior Police Officer III (SPOIII); 6,460 for Senior Police Officer II (SPOII); 9,494 for Senior Police Officer I (SPOI); 20,440 for Police Officer III (PO III); and 33,755 for Police Officer II (POII).

The 2,072 slots for special/meritorious promotion, meanwhile, is spread by rank, as follows: 14 for PSUPT; 8 for PCINSP; 11 for PSINSP; 24 for PINSP; 130 for SPOIV; 86 for SPOIII; 166 for SPOII; 243 for SPOI; 524 for POIII; and 866 for POII.

“The commission enjoins the PNP to formulate the necessary promotion program to implement the aforesaid promotional quota and to strictly follow the existing policies and guidelines on promotion under Napolcom Resolution No. 2013-501,” Casurao said.
