BATANGAS CITY— The Department of Public Works and Highways (DPWH) Batangas 2nd District office has refuted social media reports that the original plan for Batangas City-San Pascual-Bauan-Mabini bypass road was realigned to favor a congressman’s property in San Pascual town.

District Engineer Edwin Abrigonda said the 2014 original plan, which was presented to then DPWH Secretary Rogelio Singson, was the same with the proposal inaugurated by DPWH Secretary Mark Villar in 2017.
Abrigonda was reacting to reports in social media which said that he changed the plan of the proposed bypass road to avoid the property of Deputy Speaker Raneo Abu.
“Hindi po totoo yun, wala po kami binago, wala po sa posisyon ko para magbago (ng plano) wala po ako kapasidad” Abrigonda said.
(That’s not true, we have not changed any, it’s not in my position and capacity to divert the plan).
He also clarified that no one in his office was interviewed and quoted in the social media reports that his office was forced to revise the plan.
“Nagtanong po ako sa aking mga tauhan, miniting ko po sila, wala naman daw nagsalita ng ganoon at naniniwala naman po ako” Abrigonda said.
(I asked all personnel in my office, nobody gave that statement and I believed there was none).
Meanwhile, Barangay Captain Medel Medrano of Bayanan, San Pascual said that a certain Felicidad de San Pedro, who was quoted in the social media report, was not a resident of their barangay.
De San Pedro had alleged in the report a lone house owned by the Brucal family in Bayanan, which is located in the middle of the proposed bypass road, should have not affected based on the original plans.
Medrano said that based on record, there is no resident in Bayanan named Felicidad de San Pedro, nor was anybody of the same family name listed.
He also clarified that Abu’s residence in Bayanan was far from the bypass road.
The construction of 9.68 Km which costs P1.042B bypass road started in November 2017, and once completed, it is expected to lessen the heavy traffic when passing through Batangas City and the towns of San Pascual and Bauan.
It will also bridge investments and boost tourism industry in the western part of the province where industries and beach resorts are located.
Abrigonda hoped that the 2019 budget be approved in Senate that includes an additional P210 million for the continuation of the bypass road so that it could be passable before the year ends with its current accomplishment of 56 percent.
