The Bases Conversion Development Authority (BCDA) is bidding out the construction of airport to New Clark City access road – phase 2 and 3 – with approved combined budget of P5.397 billion.
Based on its bidding notice, the BCDA said that Phase 2 (Aranguren-Dapdap segment) is an 8.8 kilometer access road with approved budget of P3,228,605,564.43 while Phase 3 (Dapdap-Calumpang segment) is a 5.7 kilometer road with a budget of P2,169,463,714.18.
Bidding documents for both projects are now available until February 26, 2019. Pre-bidding conference are scheduled on January 22, 2019 at the BCDA office. Bidding documents can be purchased by interested bidders at the BCDA and upon payment of a non-refundable fee of P75,000 for each project segment.
Deadline for submission of bids is on February 26 at 9 a.m. for Phase 2 because the opening of bids is set at 10 a.m. on same date. The project should be completed over a period of 550 calendar days.
For Phase 3, deadline for submission of bids is on February 27, 2019 at 9 a.m. and opening of bids at 10 a.m. same day. This phase is also expected to be completed in 540 calendar days.
A bidder shall submit only one bid for only one project or phase, either Phase 2 or 3. Thus, the prospective bidder must have completed a project similar to the project that the bidder has selected to bid for and the similar project must have a contract amount of not less than 50 percent of the approved budget for the contract of such project.
The bidding will be conducted through open competitive bidding procedures using the non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations of the Government Procurement Reform Act. Only Filipino citizens are allowed to bid.
Prospective bidders must also have at least a license category “AAA” and the license classification “Large B” from the Philippine Contractors Accreditation Board for General Engineering.
