TACLOBAN CITY – The Social Housing Finance Corp. (HSFC) filed a case before the City Prosecutor's Office against officials of Brigham Estate Home Owners Association in Bagacay Village here who failed to remit multi-million peso payments of 2,500 Yolanda housing beneficiaries in the city.

Next week, SHFC will also file a case against community mortgage program (CMP) organizer Siony Sia and her cohorts for alleged unaccounted multi-million peso funds.
Aside from Brigham Estate, the government agency will also be investigating six other housing sites also handled by Mineland Shelter Foundation also owned by Sia.
He disclosed that five SHFC lawyers have been gathering pieces of evidence, as well as conducting consultation with the victims.
SHFC Arnolfo Ricardo Cabling said that they hope to file all cases within the year so they could take over the projects.
“We want to make sure that the case is very tight because we really want to serve justice to Yolanda victims,” Cabling stressed.
The community-based housing project is being managed by the homeowner’s association with a CMP mobilize, which assists the community associations in availing of available programs for lot acquisition, site development and housing fund assistance from SHFC.
Under the CMP, SHFC buys the lot for accredited housing association members, which the beneficiaries need pay for 25 years with a monthly amortization of P474 and an annual interest rate of 6 percent.
“The president is very concerned on housing projects since it’s been five years after the disaster. While we file cases against corrupt officials, we have to work on completing housing projects,” Presidential Communications Operations Office (PCOO) Undersecretary Lorraine Marie Badoy said during a dialogue with the housing beneficiaries on Friday (September 21).
She added that President Duterte wanted to punish those behind the anomalies such as overpricing of land, non-remittance of payments, and illegal collection of fees from housing beneficiaries.
