Monsoon rains will continue to affect Northern and Central Luzon on Tuesday due to the surge of southwest monsoon or habagat.

According to Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) weather specialist Meno Mendoza, monsoon rains will be felt in La Union, Ilocos Norte, Ilocos Sur, Batanes, Babuyan Islands, Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province, Zambales and Bataan.
Meanwhile, Bulacan, Tarlac, Aurora, Nueva Ecija, Pampanga, Cagayan, Isabela, Nueva Vizcaya and Quirino will experience cloudy skies with scattered monsoon rains and thunderstorms.
Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rain showers due to localized thunderstorms.
PAGASA advised the public, especially those living near river channels, and in low-lying and mountainous areas, to remain cautious against possible flooding and landslide due to saturated soil after several days of continuous rains.
It also warned that sea travel remains risky in the seaboards of Northern and Central Luzon.
Owners of fishing boats and other small sea craft were advised not to venture out into the sea while larger sea vessels were alerted against big waves.
PAGASA said rough to very rough seas will prevail over Batanes, Babuyan Islands, northern coast of Cagayan, Ilocos Norte, Ilocos Sur, La Union and Pangasinan, and eastern coast of Cagayan and Isabela.
