CALAPAN CITY, Oriental Mindoro – A total of 398 assorted firearms were handed over by gun owners to the police for safekeeping as part of the Philippine National Police’s Oplan Katok, a door-to-door visit of police to firearm holders who have not renewed their firearms license yet.

Chief Superintendent Emmanuel Luis D. Licup, regional director of Police Regional Office-MIMAROPA (Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Palawan) said he has commended the Oriental Mindoro Police Provincial Office headed by Senior Supt. Christopher C. Birung for their efforts in convincing gun owners to submit their guns for renewal of registration as he revealed that they are trying to account for a total of 15,256 guns region-wide.
Chief Supt. Licup said that as of yesterday, they had accounted for at least 5,844 guns in MIMAROPA’s five provinces in the course of their implementation of Oplan Katok, a national law passed in 2013.
“This Oplan tries to remind the public, especially gun owners of the true meaning of responsible gun ownership. If you are a legitimate owner of a firearm, you have to register it and renew its license before or when it expires,” Chief Supt. Licup said in a press conference last Tuesday at PPO conference hall at Camp Efigenio Navarro in Calapan City.
In a report submitted by Sr. Supt. Birung, 39 firearms were turned over by politicians, 255 by private individuals, 91 by local government units and 13 by government employees.
Of the 398 firearms, 115 were classified as high powered while 283 were low powered with Bansud Municipal Police Station topping the list of MPS with high accomplishments followed by Naujan MPS,62 and Bongabong, 58.
Birung said the accomplishment of each police station in the campaign against loose firearms is included in the evaluation of chiefs of police as he warned them that lackadaisical performance is a basis for transfer of assignment elsewhere.
Under Republic Act 10591, the law that authorizes Oplan Katok, gun owner’s license is required to be renewed every two years while firearm registration’s renewal is every four years.
Meanwhile, illegal possession of firearms, as per penal provisions of the law ranges from prision mayor (six to twelve years of imprisonment) up to reclusion perpetua (30 years of imprisonment) depending on the classification of firearm.
