Ang Edukasyon Partylist Rep. Salvador Belaro Jr. is proposing an on-site housing program for public school teachers.

He filed House Bill 7154 or the proposed On-site Teachers' Housing Act of 2018 which grants housing to teachers nearest to their respective workplaces.
"One way to improve the quality of education in the country is to invest in our teaching personnel, by upgrading their compensation scheme, which may include non-monetary benefits such as housing, " he said.
Covered by the bill are all teachers of the Department of Education (DepEd) with permanent status.
"If the government would be able to provide our teachers with housing near the school where they are regularly assigned, this would ensure loyalty of our teachers to their professions. This would also enable the teaching profession to get a share of the best and the brightest of our country's human resources, " Belaro said.
HB 7154 tasks the DepEd to undertake the implementation of the program among its teachers and ensure collection of amortization payments through a salary deduction scheme.
The measure provides an initial budget of P1 million for the implementation of the proposed Act and the funding for the succeeding years shall be included in the General Appropriation Act of the year following its enactment into law.
The DepEd, the National Housing Authority (NHA), the National Home Mortgage Finance Corporation (NHMFC), Home Guaranty Corporation (HGC) and the Government Service Insurance System (GSIS) are mandated to formulate the implementing rules and regulations of the proposed Act.
