A House leader criticized Tuesday the hearing on the fiscal side of federalism by the committee on constitutional amendments as being "unserious" after it was snubbed by invited Cabinet secretaries.

Ilocos Sur first district Rep. Deogracias Savellano, chairman of the North Luzon growth quadrangle committee, said this shouldn't be the case since federalism is a priority of the Duterte administration.
Presided by Southern Leyte lone district Rep. Roger Mercado, the Committee hearing tackled in particular resource generation and fiscal allocation under a federal form of government.
Invited to the proceedings were secretaries Carlos Dominguez III of the Department of Finance (DOF), Benjamin Diokno of the Department of Budget and Management (DBM), and National Economic and Development Authority (NEDA) director-general Ernesto Pernia.
The absence of the trio rubbed Savellano the wrong way.
"Ang nakikita ko kasi parang hindi seryoso ang usapan dito because wala tayong secretary. Kapag magpadala sila hindi naman alam ang isasagot (What I see is that the discussions here aren't serious since we don't have the secretaries. If they send a representative, it's someone who doesn't know what to answer)," the visibly pissed solon told the panel.
Present Tuesday were representatives of the three officials.
"Dapat seryosohin natin ito para hindi masayang ang oras. Tayong lahat marami tayong ginagawa. Kung magpunta kayo dito, kayo mismo. Kung magpapadala kayo ng tao dito, yung makakasagot (We should take this seriously so as not to waste time. We all have a lot to do. You should appear personally. If you will send representatives, make sure they can answer our questions)," he added.
"We should be prepared. Ano pros and cons ng gagawin natin? Para mag move forward tayo hindi yun ganun na mag-usap usap lang tayo. Parang hindi seryoso (What are the pros and cons of our undertaking? We have to move forward and not just talk. This doesn't seem serious)," he added.
Mercado, in reaction to Savellano's manifestation, said he "felt the same."
"So I think Mr. Chair, next time, kung sino yung mga invited sila magpunta (whoever is invited should come)," the latter said.
At that point in the hearing, only DOF director Arnold Tan had given his presentation to the committee, although he was only able to provide current fiscal information on the different regions. He had no recommendations to give regarding the potential switch to a federal form of government.
AKO-Bicol Party-List Rep. Rodel Batocabe, president of the 46-strong Partylist Coalition, underscored this omission from the official.
