House Majority Leader and Camarines Sur Rep. Rolando Andaya Jr. strongly urged Sunday the Philippine National Police (PNP) to hire more drivers or driver-mechanics into its non-uniformed personnel (NUP) ranks to ensure the "better and transparent use of car maintenance funds" and "prolong the life" of its 15,170-vehicle fleet.

He said it was about time for the PNP to open more NUP slots for driver-mechanics so that "it will inject a strong maintenance culture in an organization which seems to lag in asset preservation.”
“Ang perception kasi ng tao mukhang mabilis malaspag ang mga sasakyan na binili ng PNP o binigay sa kanila. Bakit ang kotse ginawang taxi or van na pinamasada, na mas mahaba pa ang tinakbo, mas tumatagal kesa doon sa pag-aari ng ating pulisya? “ Andaya said.
The House leader said he was counting on the PNP leadership to fulfill one of its “urgent tasks” of maintaining the police vehicles.
He said the hiring of more drivers or driver-mechanics into the police’s NUP ranks would help ensure the “better and transparent use of car maintenance funds.“
“Sila yung tinatawag na force-maximizer. With the right training, hindi lang pwede magmaneho, pwede pa sa basic maintenance, o troubleshooting. Kung park-and-drive ang nagagawa ng mga pulis dahil busy sila sa ibang bagay, di kumuha tayo ng mga taong naka-focus sa mga sasakyan," he said.
Andaya stressed that PNP needs well-maintained vehicles to conduct some 16 million foot and mobile patrols and to respond to distress calls within 15 minutes next year.
“If a crime is in progress, hindi naman pwede na mag-jogging sila papunta doon, o pumara ng habal-habal. Even if they can communicate and shoot but it they can’t move, then they’ll be useless,” he said.
NUPs are non-armed civilian employees assigned to administrative or support duties at all levels of the PNP organization.
Andaya noted that last year, there were 11,678 NUPs in the PNP plantilla as compared to 181,020 uniformed personnel
“Yung sa NUP nga may bakante ma 1,648. Hindi lahat napunuan. Kung may bakante pa rin ito i-earmark na natin sa mga driver-mechanics,” he said, citing reports that the last batch of NUP recruits were assigned to computer work, in running the-blotter system in police stations.
The PNP’s motor vehicle fleet consists of 7,083 patrol cars and jeeps, 4,683 motorcycles, 301 buses, 680 trucks and personnel carriers, 287 specialized vehicles.
“Isa pa ito. Kailangan ma-distinguish kung ilan ang sira, hindi na tumatakbo . Updated at kung pwede in real time ang report kasi malaking pondo ang nasasayang kung paglalaanan pa ng gas budget ang mga sasakyang hindi na tumatako, “ Andaya said.
The PNP has a proposed budget of P172.3 billion for 2019.
